When you start a new career, you can disable and enable certain game features in-game. You can also turn these options on/off through the Main Menu -> Option -> Game.
These are the options and what the do:
Fast travel = Turns on/off the ability to use fast travel
Fish gear helper = Turns on/off the fish guidelines when picking up fishing gear
Port patrol = Turns on/off port patrol. Around ports there is a 6 knots speed limit. When this feature is on, you will get a $300 fine if you drive to fast within the port area.
